Fixed form vs. Adaptive Testing: What kind of test suits your needs?

There are several assumptions made when schools choose an adaptive test: that students always give their best effort, teachers understand how to utilize the data provided by the assessment, and finally, that teachers are willing to develop individual instruction plans for 25-30 kids in grades 1-5, or 100-180 kids for middle school and high school. Continuing his Conversations in Assessment series, Dr. Mark Shinn weighs in on the debate between fixed form and adaptive testing.
